To the members of the Kingdom of Blackspire,

We want to share an important update with the populace regarding the ballots from the Althing held on February 7, 2026, at Satyr’s Hollow, and the steps that have followed.

A full recount of the 2/7 ballot, including the original appeal, has now been completed, due to concerns about the recount results from the 2/21/26 ballots. This recount was performed multiple times by separate members of the Board of Directors using ballots with voter identifying information redacted, in order to preserve voter privacy while allowing for impartial review.

The originally announced results of the appeal were:
YES 35 | NO 37 | ABSTAIN 1 — Did Not Pass
Following multiple recounts from separate BoD Members, the results were found to be:
YES 37 | NO 33 | ABSTAIN 2 — The Appeal Passed

Based on these recounts, it has been determined that the appeal should have been recognized as passing at the time of the original count. Additionally, all items on both the 2/7/26 ballots and the 2/21/26 ballots were off by a margin of 1-5 votes individually, though only the appeal had enough margin of difference to have passed both times.

The appeal would have passed both times regardless of disqualification of any votes for, against, or abstaining from it, though voter qualification was performed for all ballots counted.

Because of this discrepancy and the concerns it has raised, the board made the unanimous decision to open an investigation on the matter, as there may be legal ramifications and we are obligated by Oregon law to review the matter. A special investigation committee has been formed to review the facts thoroughly and impartially, and to provide its findings to the Board of Directors for review and action.

As this matter involves board-level conduct and carries legal implications, it is not being handled through the standard grievance investigation process. The Board of Directors has a legal duty to review and act on matters of this nature and is proceeding in accordance with that obligation. This includes compliance with applicable governing documents and Oregon legal requirements regarding nonprofit oversight and board responsibility.

We know this news may bring frustration, concern, and many questions. We want to reassure the community that everyone involved in this process is a volunteer acting in service to the Dream and to the health of this organization. Our shared goal is, and has always been, to help ensure that Blackspire remains a community where people can participate safely, have fun, and feel heard.

It is important to us that members of our community feel safe voicing their concerns. We ask the populace to give both the Board and the special investigation committee the time and space needed to complete this process carefully, fairly, and responsibly. Decisions will be made based on the findings of the investigation and the information available. Please try to avoid directly messaging the BOD about this investigation - documentation and process is important in maintaining control of the facts.

Addendum: Ballot Chain of Custody Summary

The following is a summary of the currently known chain of custody for the ballot materials under review.

Falcon - Outgoing KPM
Emmering - Incoming KPM
Vlad - Director of Records Management

On March 23, 2026, Falcon provided the KPM ballot box to Emmering. At that time, the box contained ballot envelopes for all ballots from August 25 forward, except for the November 8, 2025 ballot and the February 7, 2026 ballot, which were not in the box at the time it was transferred.
On March 30, 2026, Emmering returned to retrieve the February 7, 2026 ballots separately.

After taking possession of the ballot materials, Emmering scanned and uploaded the ballots from February 7, February 21, and August 24. Emmering also took the March 8 ballot to Vlad for scanning, as Emmering was a subject on that ballot and did not want to be the only person handling that set during scanning. After scanning, those ballots were returned to their envelope and placed back in the KPM ballot box.

During this review process, Emmering noted that the November 8, 2025 ballots were missing. Because that ballot was the KPM election ballot and Brago had counted it, Emmering contacted Brago to ask about their location. Brago advised that he had found those ballots in his garage, and Emmering then picked them up from Falcon on April 3, 2026.

On April 5, 2026, Emmering provided the September, October, November, and January ballot packets to Vlad for completion of scanning and upload. Vlad currently retains those ballot packets for that purpose. Those ballots, along with any tally sheets stored with them, have now been scanned and uploaded. Vlad will be returning the physical ballot envelopes to Emmering on Saturday so they may be placed back into the KPM ballot box.

As far as current handling is known, ballots were kept in enclosed envelopes at all times except for the November 8 ballots, which Falcon provided to Emmering loose. Before those materials were transferred to Vlad, they were placed into their folder for transport and handling.

Emmering and Vlad are not able to verify whether any ballots were missing or otherwise unaccounted for prior to their receipt of the materials. However, since taking possession, they have made every effort to preserve the integrity of the records by keeping ballots in their original envelopes whenever possible and by scanning and uploading those materials to the Kingdom Google Drive, where access is limited to the Monarchy, Webminister, and DRM.
