The Kingdom of Blackspire Board of Directors adopted an update to the Blackspire Disciplinary Process on October 25, 2026. The update adds a new Section 3B, Scope and Enforcement of Suspensions, and makes related clarifying revisions to Board review and enforcement procedures.

The new section creates clearer Kingdom-wide standards for what suspension means in practice. It defines Official Activities, Official Activity Spaces, Controlled Event Sites, Public Shared Spaces, and Site Exclusion. It also explains how suspensions apply at public parks and other shared locations, including a default fifty-foot separation expectation from the identifiable activity boundary where the layout reasonably permits.

The policy clarifies that a suspension is an organizational restriction and does not, by itself, give Blackspire authority to remove someone from public or third-party property. Event and subsidiary leadership may enforce participation restrictions and may exercise site access authority only where that authority actually exists through ownership, rental, reservation, permit, contract, property-owner authorization, or other lawful control of the site.

The update also addresses spectating, incidental contact, ordinary personal relationships, and indirect participation. Suspended individuals may not participate in, direct, influence, interfere with, or circumvent exclusion from official activities. Active participants may continue ordinary private relationships with suspended individuals unless a specific no-contact condition applies, but may not knowingly facilitate indirect participation or help someone evade suspension conditions.

Additional language establishes expectations for de-escalation and factual documentation of alleged violations, including how repeated patterns of intentional circumvention may be reviewed through the disciplinary process. An isolated misunderstanding, lawful presence nearby, incidental contact, or lawful observation from outside a restricted activity area does not automatically establish circumvention.

The Board also adopted clarifying language distinguishing disciplinary decision-making from Board corporate oversight. The authorized disciplinary decision-makers continue to determine findings and disciplinary action. Before an action is issued, the Board may conduct a limited corporate review for legal, fiduciary, contractual, insurance, authority, and material organizational concerns. This review is not a second disciplinary hearing.

Section 3B applies to active and future suspensions as of October 25, 2026 and does not retroactively increase the level or duration of an existing suspension.
